Guided by the UNA New Lucena philosophy of Responsive, Innovative, and People-Centered Governance, the Municipality of New Lucena once again demonstrated its unwavering commitment to making public services more accessible through the successful implementation of Suyod Negosyo 2026: Barangay-Based Business Registration, conducted from July 8 to July 30, 2026.

      Spearheaded by the Business Permits and Licensing Office (BPLO) under the leadership of Lerma A. Alibugha, the month-long caravan brought the Municipal Government's One-Stop Business Registration services directly to the municipality's barangays. Joining the BPLO were representatives from the Municipal Engineering Office, led by Engr. Kenneth Sudayan, the Bureau of Fire Protection (BFP) Inspection Officer, the Municipal Sanitary Inspector, the Department of Trade and Industry (DTI), and the Municipal Environment and Natural Resources Office (MENRO). Together, they delivered coordinated frontline services that made business registration more convenient, efficient, and accessible for local entrepreneurs.

     Despite the heavy rains and typhoons that affected Western Visayas during the implementation period, the Suyod Negosyo team remained committed to its mission. Through close coordination with barangay officials and careful scheduling, the caravan continued to reach communities whenever weather conditions allowed. The team's dedication reflected the resilience and public service values that define UNA New Lucena—placing the needs of the people above challenges and ensuring that government remains present even in difficult circumstances.

     Barangay halls were transformed into temporary One-Stop Shops where business owners were able to register new businesses, renew permits, comply with inspection requirements, and receive technical assistance from participating agencies. By bringing these services directly to the barangays, the Municipality reduced travel expenses, minimized processing time, and eliminated unnecessary inconvenience for micro, small, and medium enterprises (MSMEs), enabling entrepreneurs to focus on growing their businesses instead of navigating multiple government offices.

     More than a regulatory activity, Suyod Negosyo is an investment in local economic development. The initiative strengthens the municipality's business ecosystem by encouraging formalization of enterprises, improving regulatory compliance, expanding the local business database, and creating greater opportunities for MSMEs to access government programs, financing, training, and markets. These efforts contribute to a stronger local economy, increased employment opportunities, and sustainable revenue generation that supports better public services for every New Lucenahanon.

     The program also reinforces the Municipality's commitment to Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act, by simplifying procedures, reducing bureaucratic barriers, and promoting transparent and citizen-centered governance.

    As embodied in the UNA New Lucena vision, Suyod Negosyo is more than a business registration caravan—it is a testament to a local government that listens, innovates, and acts.
